Capacity Building and Strengthening of Administrative Support Systems

  1. Communication and awareness generation: Communication is one of the critical areas for effective and efficient implementation of the Mahatma Gandhi NREGA. The Information Educational and Communication (IEC) strategies include newspapers, TV and radio spots, pamphlets and brochures to create awareness. States organised Gram Sabha to communicate key features of the Act.
  2. Deployment of additional dedicated personnel for Mahatma Gandhi NREGA: To ensure adequate human and technical support to GP levels for implementing Mahatma Gandhi NREGS, State has permitted all Grama Panchayats having expenditure above Rs. 60 Lakh during the year 2011 12 to post an additional Data Entry Operator and Engineer/Overseer in the year 2012 13.
  3. Strengthening Capacity Building at the State Level:Another critical element for the strengthening of administrative systems pertains to training of different stakeholders. The requirements of training are considerable at all levels and Government of India Sanctioned an amount of Rs. 331 Lakh to State Institute of Rural Development to train Village level Rural Development Functionaries, Representatives of Community Based Organisations, Grama Sabha Facilitators, SC/ST Promoters, Vana Samrakshana Samithi members and members of SHGs & NHGs through the District level machinery of MGNREGS
  4. Insurance Coverage: The benefit of Rashtriya Swathya Bima Yojna (RSBY) is being expanded to provide health insurance to Mahatma Gandhi NREGA workers. Now Comprehensive Health Insurance Agency Kerala (CHIAK) is also associated with covering of MGNREGS workers under RSBY and as on date 8.5 Lakh workers are registered.
  5. Strengthening ICT facilities at the GP level: The data entry into the MIS is done Online by the Grama Panchayats. At the GP level one exclusive Computer with internet connectivity is provided. In the GPs where there are two data entry operators, Government permitted to purchase a second dedicated computer. Government of India also has permit the use of administrative head of Mahatma Gandhi NREGA of 6% of the cost of the Scheme for provision of latest ICT facilities in the Gram Panchayats within the permissible norms of the State Government and subject to due procedures.
